In instances of domestic terrorism, I think you’re absolutely correct. But the groups that could fund a nuclear attack, aren’t domestic groups, and their goals are to destroy or radically alter the crowning jewel of the “evil west.”

A lasting, radioactive dead zone in the heartland of America would have more eyes on it than the World Trade Attack ever did, would facilitate the goal of many foreign extremist groups, and drastically change the current US way of life.

Just quickly:

Brian Michael Jenkins (http://en.wikipedia.org/wiki/Brian_Michael_Jenkins) said, in 1975, “terrorists want a lot of people watching, not a lot of people dead.”

Nuclear terrorism is not only unlikely, it would be vastly impractical.

Of course, the Black Swan in me will now say it’s possible, but highly improbable. It would make no political sense for a terrorist, of any stripe, to use nuclear weapons.
